A serial felon has been charged with the brutal rape and murder of an autistic woman in Sacramento, Calif. in a case that law enforcement is saying is “as bad as it gets.”
37-year-old Mikilo Rawls, a homeless African-American man, has been charged with the rape and murder of Emma Roark, a high-functioning autistic woman. Rawls allegedly tied her up and viciously sexually assaulted her before killing her. “The circumstances of this murder are horrific, and our sympathies go out to Emma Roark’s family,” Sacramento County District Attorney Anne Marie Schubert said in a statement emailed to reporters. “I am incredibly proud of our Crime Lab criminalists who responded to the scene and dedicated every available resource to identify a responsible party.”
Detectives fingered Rawls as a suspect after he claimed to find her phone and sold it to a man who reported Rawls’ suspicious behavior. Analysts found that Rawls’ semen was all over Roark’s body. She was strangled to death after being dragged across the ground, suffering a brutal and inhumane death by diversity. “ A report from the National Commission of COVID-19 and Criminal Justice (NCCCJ) has found that murder rates in the US increased by historic levels from 2019 to 2020.
The year 2020 saw 1,200 more killings than 2019 in a sample of 34 American cities. Homicide rates also increased by 30 percent, and according to the report they were higher “during every month of 2020 relative to rates from the previous year.” The report called the 30 percent increase “troubling” and claims it has “no modern precedent.”
